system restore won't run

To troubleshoot some broadband bandwidth issues, I was trying to clean
up some of the services and processes running on my desktop and I seem
to have hosed the system:

1) no internet access
2) presentation of taskbar is different (less refined)
3) the IntelliPoint and IntelliType drivers can't start successfully
4) I get the following msg during the boot process: The system is busy
and is unable to start the Real-time Scanning service status. Please
restart your computer and try again. (restarting doesn't resolve this
issue)
5) who knows what else is broken that I haven't discovered.

I created a restore point prior to starting this as well as exporting
my windows registry. However, System Restore won't start to enable me
to restore the system.

Any idea what the primary issues might be (other than the fact that I
obviously disabled stuff I shouldn't have) and what I can do to get
System Restore to start?

H E L P !!!!!!

New development: Now System Restore will start but it reports that
there are no restore points available!

PLEASE HELP!

Hi David,

Did you by change Stop the System Restore Service?

Click Start, click Run, and then type cmd /k net start then press
enter. Are the Task Scheduler and System Restore Services are running?
 
If system restore indicated that there are no restore points then they have
been deleted. In other words you have lost them. System restore will simply
re-start creating restore points fromt he time system restore started to
work again.

Apparently, they're all gone.

The system's okay except that I don't have network access. Any idea
what that might be from? I've checked all the services and the ones
related to the network seem to be enabled. You can see the current
state of the services here:
