system restore/programs not loadiing

windows xp sp2

So far there is a couple of things. my programs are taking way to long to
load and open, once they are open they work fine. Then, I tried to do a
system restore, but won't show me a restore point at all. I have 786 ram,
but it is acting like it isn't working, but it is. When I finally open the
internet, it is fast, but just cant get programs open for at least 5 min.
Can't shut down either, takes several attempts and a long wait without doing
a hard shutdown.
