system restore privileges

i deleted all the user accounts except one (one with barely any privileges)
and i was intending to create a new one, but i accidently rebooted my
computer and now i wish to restore my computer to undo these changes but i
dont have the privileges to system restore or create a new user or even
change my user account type.
 
Boot into Safe Mode by hitting F8 continuously after the computer first
starts up until you see a screen with several options. One of them is Safe
Mode. Go there and try logging into the computer using the account name
"Administrator" without the quotes and a blank password. Now try creating a
new account for you to use or escalate the remaining account to a Computer
Administrator.
