system restore options missing

I am currently unable to see the System Restore Tab in my system properties.
I get an error message when viewing my services log but am unable to fix the
problem. I have even tried to log in using Safe Mode but am unable to start
System Restore or the Task Manager. Any solutions?
 
hi do u have any antivirus on the computer becuase i've seen viruses take the
system restore msconfig and taskmanager away before. Its worth a shot what
the worst u waste 30 min

Try re-installing System Restore. Open Windows Explorer and go to the
windows\inf folder. Find the sr.inf file, right click on it and select
Install.
 
Yes, I do have an antivirus/firewall software. I do not have any
contaminated files at this time, but I wouldn't be surprised if I deleted an
infected file that could have dealt with system restore and the task manager.
 
I have reinstalled system restore from the inf file but am unsuccessful in
seeing the options in the system profile. Here's my error message as well
when I try to access system restore:

"System Restore has been turned off by group policy. To turn on System
Restore, contact your domain Administrator."

I have also tried starting in Safe Mode logging in as the Administrator, but
get the same error. Solutions?
