This behavior usually indicates that the system restore points are corrupt.
The only thing you can do at this point is turn System Restore off and then
back on which will effectively delete all of the corrupted restore points
and refresh the program.
To accomplish this, open Control Panel/System/System restore Tab. Place a
check mark in the Turn off system restore on all drives option. Exit and
then go back and remove the check mark from that option.
This will not help the problem you are trying to solve, but if you will
describe. in detail, the "crazy popup menu takeover" it may be possible to
solve this problem from a different direction.
