system restore not working

I am unable to start system restore. I get the error
message that rstrui.exe won't start because SRRSTR.dll was
not found and reinstalling the application may help. I
don't have a windows xp disc. How can I get the
application? Any other ideas how to fix? When I have tried
to open SEESTR.dll, it asks which program.

Hi!
simply reinstall SP1 for Windows XP it will correct the
problem.
