System restore gone wrong..

A few days ago I did a system restore on my other computer.
When it was done, I turned my computer on to log on, and where the log on
page used to be, theres a pop-up saying "cant find winlogon.exe...
SHLWAPI.dll not found... re-install to fix this problem" and two other
pop-ups which are generally the same thing.
I've tried everything, as in trying to go into safe mode, etc. But nothing
seems to work. It just reboots.
So I was wondering if I could just install the whole windows XP again.
(please note I am not at all great with stuff like this, so excuse if it
doesnt make sense) If that's a solution, whats the newest windows, and how
much would it go for?

A repair install should retain all programs and data however you should
always have a complete backup. If you don't consider putting the drive
in another XP or win2k machine as a slave drive and copying the data.
