After carrying out a System Restore the pc restarts and I
get an error message telling me that System Restore has
failed and no changes have been made. I've checked the
obvious settings and System Restore isn't disabled.

If you get that message with all Restore Points, there is probably
corrupted data within system Restore.
Turn off/on System Restore to delete corrupted files:
Start/All Programs/Accessories/System Tools/System Restore.
Click System Restore Settings on left side.
Check "Turn off System Restore", click OK, follow prompts and reboot.
This deletes all Restore Points including corruption.
Then go back and turn on system Restore and create a Restore Point.

Hey Bud,you screwed the pooch just like millions have.
Now try a destructive systen recovery. If that does not
work then cry me a river to BILL'S mansion in SEATTLE.

Why post nonsense replies like this rather than trying to help the OP?
