System restore failure

I get message application failed because framedyn.dll was
not found'when I attempt to use system restore. How do I
correct this or find the file to reinstall?

Framedyn.dll is a I386 and a Windows/System32 file.

Run Search and it should find at least one of them. See
which one it lists. Copy and paste it to either the
C:\I386 directory or to C:\Windows\system32\WBEM
directory, whichever one is missing. You can easily do
it in Windows Explorer.
