system restore dosen't usually work

Friends,
I've had problems with system restore in the past, I
will get a "failed to restore computer to a earlier time"
message. Although nothing is currently wrong with my
computer I want to be sure restore is operational. I sent
dell computers a inquiry, and they responded............
You can make system restore run with these steps:

1. Click Start->Run->Type "C:\windows\inf" (without the
quotes)

2. Look for a file named: "SR.INF" and RIGHT click on it

3. Choose "Install".

Follow the prompts, Reboot and System Restore shopuld be
ready to use.

I tried this and I could find no file"SR:INF". Is
this file needed to make system restore work? Is there
why XP can create one? Feedback will be appreciated.

Click advance options in the search and it should find SR.INF then. A
warning though: it will probably ask for the system CD when you click
install.
