System Restore cannot restore

I want to use System Restore to fix a problem I've been
having. My computer has created a System Checkpoint point
nearly every day in October (I cannot view previous months
I suppose due to space limitations or the # of restore
points) I tried to restore to the 13th and 12th (the two
most recent days before the problems might have began) but
it says it cannot restore to either of these points. I
turned off Norton anti-virus as I read that could cause a
problem eventhough I didn't have a virus.
The problem was Windows Update downloaded HotFix KB
834707 which wasn't compatible with my system.
I have XP SP2 v.2096 which I think is a version of SP1


Anyway my problem is sometimes IE6 won't display a webpage
that I know is available (Yahoo, eBay, these Newsgroups,
etc.) and I get the "The page cannot be displayed" error
message
I also have the same problem checking e-mail using
Outlook Express. Sometimes it is only able to complete a
connection to 1 or 2 of the 3 e-mail accounts I have, but
not all of them.
And sometimes when connecting via my FTP program it won't
connect. And yet AIM always works fine with no
interruptions so it's not my cable modem connection. It's
an intermittent problem. Sometimes everything works
perfectly.
 
SP-2 Build 2096 is a Beta build and should be uninstalled and replaced
by the RTM version of SP-2:

As for System Restore:
There may be corrupted data in system Restore.
Turn off/on System Restore to delete corrupted files:
Start/All Programs/Accessories/System Tools/System Restore.
Click System Restore Settings on left side.
Check "Turn off System Restore", click OK, follow prompts and reboot.
This deletes ALL Restore Points including corruption.
Then go back and turn on system Restore and create a Restore Point.
