System Restore and Firewall

My firewall in XP somehow became disabled. I can't seem to
enable it again. I get a message saying, An error occured
while Internet Connection Sharing was being enabled. The
dependency service or group failed to start. I posted my
system restore problem awhile back but couldn't address
the solutions because I don't even have a system restore
tab in my system properties. I can disable it in
Administrative Tools\ computer management\ services... but
it will not restart. Do I possibly have a virus or worm.
Any help will be appreciated
 
Shadow;
Right click My Computer/Manage/click the + next to Services and
Applications/double click Services/
double click the following one at a time:
Application Layer Gateway Service
Network Connections
Network Location Awareness [NLA]
Remote Access Connection Manager
Internet Connection Sharing
When you have each open/General tab/Startup type: Automatic/Apply/OK.
The above have to be running to allow ICF to run.
Follow the above steps and set System Restore to Automatic. It won't
restart if it is DISABLED.
Right click My Computer/Properties/Do you have the System Restore tab
now?/Make sure "Turn off System Restore" is not checked.
