System Restore is a great tool when it works, but unfortunately it's not as
reliable as we would like it to be. Sometimes restore points get corrupted
and it doesn't work.
When that happens, your only recourse is turning it off (thereby losing all
your restore points, but they didn't work anyway) and turning it back on.
That won't help you restore now, but it will let you create good restore
points in the future.
