For some reason, the file (msinfo32.exe) for a detailed system information of my computer opens the Help and Support program. Is there a way this file can be fixed without re-installing WinXP?

using ur winxp disk choose repair and that repairs the
windows folder leaving all other info on disk as is

Click Kelly's link, below, then "H" and scroll to "Help and Support".
There may be something for your problem there.
