System error when loading XP SP2

When trying to update Win XP with SP2, I get a system error 1019, "System
Could Not Allocate the Required Space in a Registry Log". The Knowledge Base
indicates that this is an indication of short space on the OS partition, but
there is 60 gig free on that drive, and C: is the root, with no separate
partition for the OS. Can anyone help?

I've virus and sypware scanned the drive, and it's clean. Norton 2003,
SpyBot Search and Destroy, AdAdware 6.0.

causes.
