System/Disk "Aging"

It is sometimes said by apparently knowledgeable people that a Windows
system naturally and inevitably slows down with time. Eventually there is
no alternative but to reinstall Windows and restart the cycle. This is a
major undertaking, because you must separately reinstall all of your
applications.O

Other seemingly knowledgeable people will tell you that there is no
inevitable slowdown. People only believe this because they see their
systems slowing down, but he real cause is spyware, using too many cycles
with simultaneously running programs, not enough memory for the number of
applications, etc.

Can anyone clarify the real state of affairs concerning all this?

With age one can, if one installs a lot of crap, install a lot of small bugs. So the first is somewhat true too, but for things not quite right. A lot of people install a lot of crap, and most crap doesn't have large bug testing teams, that they use once. Install good programs. Uninstall things you don't want.

Are you saying that bugs in installed programs can slow down a system,
even if the program isn't being used?
 
Some. Yes. A lot of programs run drivers and services that may be running all the time.
