1. no I didn't reinstall windows I did a repair from disks not consol
2. I haven't checked to see if the programs are still ther
3. One of the things that I noticed prior to the crash and attempted restore was that n my add/remove programs, didn't show any programs, at that point I rebooted and the system came back with a number of missing dll's and was asking for a windows loader
4. I realized that the system wasn't recognizing any drive but my c drive and even at that it wouldn't allow for simple things such as changing directories
5. It was at this point I created the 4 erd disk
6. I then booted from the first of four erds and it continued doing its stuff through the complete 4 disk
7. The system asked if I had a rescue disk and I didn't have one, so it then scanned my c drive and came back with my wallpaper (using the last good boot) with no icons, start bar or anything

Please let me know if you need additional info. Thanks very much . I will check back later

Just a question... if I were to reinstall windows would it capture all my icons etc.? One person suggested this and I am very leary in trying that

Did you reinstall Windows? Are your programs still in your profile unde
Documents and Settings? From your post, there's not enough informatio
about the steps you performed that caused the inability to boot and wha
steps you took to fix it

I would somehow try to backup the data you have on that system because
from what I am getting from your post is that there is some type of
hardware failure, maybe the hard drive. When you say prior to the
crash, are you meaning the crash caused by the deletion of those
critical files or was there some other crash before that? What is the
error when trying to change directories? Does the bios recognize the
drives? Do you notice any abnormal Hard drive grinding? If you are
not able to back this computer up and it does turn out to be a Hard
drive failure, I would buy another Hard drive, re-install windows and
load back on the applications. Then I would try to copy over the data
you need from the old hard drive. The Add/remove program list is
inside the registry under the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall
key -maybe that is corrupt?

This may not be much help to you but unfortunately, without knowing
which files were blown away, makes this a difficult problem to
resolve.
