System Config. message at start up

No matter how many times I check the box, everytime windows xp starts I get the message about the sys. config. utility running and check the box if i want to stop it. I went to msconfig, switched to normal startup, and it still does it every time. The funny part is I can go to msconfig, not touch a thing, and it tells me to reboot when i exit out for the changes. It's like the msconfig is not recognizing what mode its in. Any ideas ?

I tried what I could at Kelly's Korner. By the way thats a site I go to alot. Nothing really helped on the other sites. Back to square one ?
