Well, your next step really depends on you - how much work you want to
do, what your computer skills are, etc.

To remove the Smitfraud variation you have:

First noahdfear's SmitFraud and SpyAxe removal tool -
http://noahdfear.geekstogo.com/click counter/click.php?id=8
References - http://www.bleepingcomputer.com/forums/topic36868.html
http://malwareremoval.com/plog/index.php?op=ViewArticle&articleId=48&blogId=3

Then run David Lipman's tool -
http://www.ik-cs.com/programs/virtools/SmitFraud.exe

David's Instructions:
Execute SmitFraud.exe (Note: You must accept the default of C:\McAfee)
Choose Unzip
Choose Close

NOTE: You may have to disable your software firewall or allow WGET.EXE
to go through your firewall to enable WGET.EXE to download the needed
McAfee-related files.

Execute c:\mcafee\clean.bat (or Double-click on 'Clean Link' in c
\mcafee)

A final report in HTML format called C:\mcafee\ScanReport.HTML will be
generated. At the end of the scan, it will be displayed in your browser
(Opera, FireFox or Internet Explorer). It is suggested that you move
the report out of c:\mcafee before performing another scan.

Then do general malware cleanup:

If you want to return the computer to factory condition, either do a
clean install per the link here:

http://michaelstevenstech.com/cleanxpinstall.html

or if the machine is an OEM (HP, Dell, Compaq, etc.) refer to
instructions on returning to factory condition that came with your
computer.

Some computer Manufacturers use a 'put the computer back to the way it was
when you bought it' program. I know Dell once used a program called ZZTOP
to do this. I believe Compaq had a similar thing. You might want to
contact your computer manufacturer and ask them if they have this function.

Otherwise, the answer to your question...

If you install Windows on top of Windows, then you are likely to still have
the virus and many of your settings remaining the same. If you do a fresh
installation, wiping out the hard drive and installing Windows afresh, then
you will have Windows with nothing installed on it. You may even have to
search for some drivers and such like to make it work properly.

Next time.

1. Do NOT download the virus.

2. Do NOT install the virus.

Its all up to you.
