System Administrator stops installation of patch

Vista Home Premium Operating System. Downloaded a patch from genealogy
software needed because of Vista. When attempting to install the patch, I
get the following message: "The System Administrator has set policies to
prevent this installation". I am signed on/logged in as administrator, but
still not allowed to install the patch.

Any suggestions on how to get the patch installed?

When I right click on the patch file there is no option to run as
administrator.

Any other suggestions?

When you right click on the file and select Properties, does it show as
"Blocked"? If so, un-block it and try again. Vista "blocks" downloaded files.
 
When I right click on the patch file and click on properties, it brings up a
dialog box which has 4 tabs, General, Security, Custom, and Detail, none of
which shows "Blocked" and therefor I can't "Un-Block".

Thanks anyway, every suggestion is worth a try.

Hoping someone will come up with the solution.

I booted in Safe Mode and tried to install the patch file, but Windows
Installer Service is not accessible in Safe Mode, so I can't install the file
without Windows Installer Service.

Is there another program that might be loaded in Safe Mode that I could use
to install the patch?

Try booting from your Vista CD, and using System Recovery, then load a
command propt and run the patch from that, it is a win32 environment.
