System Administrator error message

When I click tools, internet options, in IE6 I get this
message.
"This operation has been cancelled due to restriction in
effect on this computer. Please contact your system
administrator"

I don't know how to edit the restrictions this error
message is talking about.

You didn't say, so we have to ask:

Are you the Administrator?
Are you logged in as the Administrator?

Open spybot go to IMMUNISE and unselect the bottom radio button in the
choices avail to you
