Hello Randy,
Which really makes it sound like the media that was used to create the
image was not VL media then or the image is corrupted somehow?
All setup does ( or sysprep in this case) does is pass the product key from
the unattended file(sysprep.inf) to the OS for validation at this point.
Can you boot to the cd and enter the key, does it work that way?

| Darrell: Thanks for your reply. The key is in plain text. I've tried
| with surrounding quotes and without in the sysprep.inf. The CD media
states
| it is for VLA use, and that is what I'm using (did check to make sure it
