As a Lowly User on WXP, I want to be able to see the sys clock's
calendar; how to give Lowly User "proper privilege level" to do this??

If by calendar you mean you want to see the time, day and date all you need
do is make the task bar larger. Right click on the task bar and make sure
that 'lock taskbar' option is disabled (unchecked) then move your mouse over
the top part of the task bar until the cursor changes to a double arrow then
drag the taskbar up slightly until you see the day and date under the time.

No, by "calendar", I mean 'A table showing the months, weeks, and days
in at least one specific year.'
So, as stated, I need to assign the "proper privilege level" to a Lowly
User; how to do this??

That would be available in a third party program. What you are
inadvertantly refering to is the utility used to set the time and date
for the computer. Suggest www.google.com and look for calendar software.

No, I am not; it is an XP tweak I've had in the past that was lost by a
computer meltdown.
