sys C: for XP?

I restored a Ghosted image of my drive but Windows XP will not boot.
I am thinking I made the mistake of doing a file copy instead of an
actual image of the drive. Is there a command like the old sys that
will place any necessary startup files/boot sector info?

fixboot and fixmbr in the Windows XP Recovery Console should work.

I don't quite understand what you mean by "I am thinking I made the mistake
of doing a file copy instead of an actual image of the drive". You said you
restored an image made with Ghost and when you do a restore you have to pick
the name of the image you created. If you made a file copy then the image
wouldn't exist.
I've used Ghost 2003 from dos dozens of times creating and restoring images
both to hard drive, cd's and dvd's and have never had any problems.
