Synchronize notes between computer and PDA

When I create a note on my laptop. It will not sync. with PDA. The reverse
works. Have tried to set rules as to Laptop being priority when sync.ing,
this causes me to lose notes.

What type of PDA? What version of Outlook? What sync software?
