Synchonize Exchange mail with two clients

My colleague has a mail account on a local Exchange server, and want to
make sure all his mail is available both from the computer at work and
from his computer at home. Outlook Web Access handles this nicely, but
he rather wants to use Microsoft Outlook 2003 (both client computers
have this installed with Exchange support included).

However, when we try to set this up, the Exchange server seems to only
synchronize the mail folders on a first-come-first-serve basis, ie. the
first one to synchronize gets the new mail. The Exchange server and
Outlook on his home computer are English editions, and the work
computer has the Norwegian edition of Outlook.

How can this be properly accomplished? I have administrator access to
the Exchange server as well, in case something needs to be changed on
that end.

Sounds like the user has his delivery location set to a local PST, which
will such the data from the Exchange server and store it locally on the
computer accessing Exchange. He should make sure his delivery location on
both machines is the Exchange server to that the data remains on the
Exchange server and available in both locations.
