Is there a character/symbol for 3/8 ? OR Is there a key pad combination which

No to both unless you have a special font that includes fractions or special
numbers (I think they're called "lining characters") that are meant for combining
to make fractions.
But for a cheap solution, try this:
Create "proper" fractions
