I just built an Intel 2.6 HT GHZ computer with a new
motherboard and other items. I took my old Harddrive and
put it in new computer, but it does fully boot. Why?

I'm assuming you mean it WON'T fully boot :P Well windows is configured for your old hardware. You will need to re-install windows on the harddrive

Greetings --

Normally, and assuming either a retail license or a generic
(non-branded) OEM license, unless the new motherboard is virtually
identical to the old one (same chipset, same IDE controllers, same
BIOS version, etc.), you'll need to perform a repair (a.k.a. in-place
upgrade) installation, at the very least:

As always when undertaking such a significant change, back up any
important data before starting.
