Switch User doesn't work...

When I click on start, then log off, there is no option to switch user. I
have the guest account turned on. The only option is to log off. Anybody
know why this is and how I can fix it?

Ensure that you have Fast User Switching enabled.

Control Panel (Classic View) > User Accounts > Change the way Users log on
or off > Enable "Use Fast User Switching"
