Switch to comma from decimal

I have a problem with a program I have. When asking the producers I get the
following advice:

"Do you use a decimal or comma in your floating point numbers? If you use a
comma, switch your PC over to a decimal and it should work fine."

My question is simply: How do I do this? (I have XP)
