Switch ID in Outlook Express

I'm having a problem with Outlook Express(OE6). When I
try to switch IDs, OE closes and won't reopen unless I
restart my computer. This happens for all IDs. Any
suggestions about how to fix this problem is appreciated.
 
Visit the Windows Update website and download all the
Critical Updates to correct the problem.

It appears all critical updates are installed. Thinking
there may be an error in one, I tried to reinstall. Got
error message telling me that I must first install Sp1.
However, it is already installed. Any other suggestions?
