switch between minimized windows

I can't access minimized windows by clicking buttons on the nav. bar at the
bottom.I end up having to minimize the ones that are up,
until I get to the one I want. This is sporadic but most of the time when I
click a button in the navigation bar at the bottom the existing window greys
out but doesn't move.

The 'Z order' is probably out of whack because you have some adware, or
virus running.

Thanks for trying but no go. In fact, I think it is a windows problem as I
recently formatted the hard drive and reloaded everything from scratch.
