swapping pictures effect

Can anyone tell me how to "resample" both pictures if I am
using the swap picture effect?
 
Not sure exactly what you mean, as
resample is "usually" a term associated with an image editor.

For the picture that shows in FrontPage, just select it
and choose Resample from the Pictures toolbar.

For the other one,
1. Open a new blank page.
2. Add the picture.
3. Select the picture.
4. Choose Resample from the Pictures toolbar.
5. Save the page.

In either case, when the Save Embedded Files dialog box
appears, choose Overwrite or Use Existing, but don't
choose Don't Save.

However, you'll get much better results if you resize your
pictures in a real picture editor. In particular, FP2002
and earlier will reduce the number of colors in the
picture to 256.
