SVCHost/advapi32/dll 99% CPU Usage

Whole bunch of computers I have worked on seems to have svchost maxing out
and using 99% of the CPU. Digging a little deeper it was advapi32.dll that
was using most of the resources.

Computers lost cut/paste functionality and the Add/remove programs became
blank with all the words at the top of the pane.

Ran virus scans did not find anything, same with spyware. Any ideas ?

in particular Mcafee is not allowing a full start up.
I get this message

McAfee VirusScan
An error has occurred while initialising Activeshield. Your system may be
running out of resourses or disc space, please close other applications and
try restarting Activeshield.

The machine will not run a system restore or even recognise certain
programmes. It will not dial the internet or defragment.
Again there are numerous scvhost.exe which are running.

I would be interested to hear if anyone can shed any light on this.
 
That is the weird thing. All the computers were random and no nrew hardware
was installed.

Maybe a windows update ??
