SUS Server User Notification

I have SUS Server Deployed within my organization. I'm
Utilizing a group policy that has "Configure Automatic
Updates" set to "4-Auto download and schedule the
install".

During the scheduled install time
every workstation in my domain prompts the logged on user
to install/reboot except for this one workstation. Am I
over looking something?

Yes, you are overlooking something.
Read the Sus Deployment Guide.
There are 4 policies for the Automatic Update client.
To have all of these available in XP Sp1 standalone
you need to load the wuau.adm template to the local
policy, and to use this from AD GPO you may need to
update the wuau.adm template in that GPO.
