Summary Query problem

I have 3 separate summary queries that return results based on different
criteria. When they are run by themsevles the results are correct. My goal
is to use a fourth query that puts the results of the 3 individual queries
together so that I can produce a summary report. When I run the query that
summarizes the 3 individual queries I'm getting incorrect results. How can I
correct this problem? Is there a limitation on what Access can do with
regard to summary queries?
 
If the 3 queries are of the same structure why not Union them together?

Select Value1, Value2 from Summary1
UNION ALL
Select Value1, Value2 from Summary2
UNION ALL
Select Value1, Value2 from Summary3
