Suggestion for a feature in Word

I'm an A level student, and so when i use Word on my computer these days, its
normally for something like creating a report, which can use a very complex
layout. Anyway, i had an idea for a new feature that i would really like to
be implemented into Microsoft Office Word. The ability to freeze text boxes,
graphics, and other stuff in their current location would be very helpful
because as i'm editing all of my stuff, i'd like to know that i can delete
and rewrite a section without Word going "Oh, theres an extra bit of space
there, i can move that back up to take advantage", and then it takes me ages
to put it back.

Sorry if this is already a feature in Word, it'd just be nice to have it as
a right-click menu, rather than hidden deep in there if it already exists.

Anyone got any views or ideas?

Graphics, etc. can be either in-line with text or positioned on a page
independently of text flow. You don't say what version of Word you are using
but if you right click on your picture you select "format picture" or
"format shape" or whatever it says to format., then in the format dialogue
you can set text wrapping to anything other than in-line with text and
position the object wherever you want on the page. All objects do have an
anchor in a paragraph of text somewhere and if you delete the paragraph
containing that anchor, it wil be moved to an adjoining paragraph and may
end up on a different page but it should still more or less do what you
ask.
 
If you insist on using graphic objects in Word documents you'd do well to
approach the issue as a scholastic subject worthy of the same concentrated
effort required for most any other class you take, rather than as an
extra-curricular activity. Equip yourself with the appropriate insights...

As JoAnn suggested, you're better off using a program designed to provide
the facility you seek, such as Publisher or some other page layout program.
