Aparrently I have succeeded in turning off the reminder window that used to
pop up when I hit the send button without having put a subject line on my
email. How can I get that back, so that it will ask by default if I forget to
include a subject line?

Out-of-the-box Outlook has no such prompt. If you were being prompted, you
had an add-in for it.

More likely is that the user switched from some other e-mail client,
like Outlook EXPRESS, to Outlook and expects the same behavior in
Outlook. Or maybe the user is really asking about Outlook EXPRESS
instead of Outlook.
