If you tried to use the computer at that temperature, yes.
For one the hard disk(s) can be used at that tempertaure. The non-opertaing tempertaure
range is something like...
-40 deg F to 149 deg F with the operating temperature 41 deg F to 131 deg F.
Therefore the if a PC is literally at -28 deg F when you try to juse it, the hard disk can
have mechanical propblems due to the effects of metal contracting when cold. The PC would
have to be, gradually, brought up to at least 41 deg F before it could safely be used.
The other thing is mechanical shock. If the PC is at -28 deg F and it is possible for
compents to shatter.
All electronics have operating and non-operating temperatre ranges. -28 deg F is is a
dangeraously low temperature and one must purchase electronics specifically designed for
such an environment.
