Stupid computer will not allow any installations, HELP

All of a sudden my machine refuses to allow me to install anything be it a CD
or a download. I get messages such as Windows cannot find setup exe, some
inocuious message about a file in my documents local settings temp that it
can't find also get my favorite device not ready.

I can explore the drives without any problems just don't attempt to use them
for anything. I tried all the fixes I could find or think off, such as
disabling the Windows Installer trying to delete the temp folders in Windows
and in Local settings. However I am unable to do that because someone or some
program is using th application at the time even though I shut down
everything running in the background. I virus scanned the drives and swept
them for spyware still can't install any updates or new programs.

HELP PLEASE
