stuck on 'welcome' screen

I have restarted my computer and now it is stuck on the windows XP 'welcome' screen. That's it! It just sits there. I can't ctrl+al+del or anything. Please help!

hit the power button to shut it down if it doesn't fully load on the restart
then try going to safe mode by hitting F8 while it's starting up.
