Stuck in a loop

During installation of Windows XP, I get as far as the
first reboot, and it always goes back to the beginning
and starts all over again instead of proceeding with the
setup. Has anyone else had this problem? If so have you
overcome this problem? How did you do it??
 
Do not hit "any key" once setup begins. Windows XP will automatically
boot from the CD Drive after it reboots the first time during setup.

At that point, it's not botting off the CD Drive.
It's booting off of the hard drive (using files that were placed there by
setup).

Setup then accesses the cd drive.
