Strange XP re-install can't read from CD

I have been using Windows XP since it was released. I used to love it, but
now I am puzzled.

I recently bought a new hard drive.

I disconnected my old drive
I loaded my XP home onto the new drive
My card reader and printer (card reader) were identified during the
installation as drives C and D
My CD was labeled drive E
My new hard drive was labeled drive F

To correct the naming issue, I disconnected the accessories, and did FDISK
/MBR
I then tried to re-install XP
It began going through the setup. When it got to the network setup portion,
it prompted me for the protocols to install.
Setup then told me that it was unable to located d:\I386

I used the browse button and looked at the computer, the only drive it
appeared able to find was the RAMDRIVE which it had labelled as C.
I then tried letting the computer just run through the rest of the setup and
ignored the network setup requests.

Windows XP did load, but all of the Internet Explorer, Networking
information, and (strangely) help files were missing.

I have repeated the process multiple times. Some times I delete the
partition, recreate the partition, reformat. Some times I try and run the
repair tools.

With a freshly formatted c:\ drive, I booted from a floppy. I checked the
C:\drive and found it was still listed as the RAMDRIVE. I could not find
any other drives.

Does anyone have a clue what this could be? Or a possible fix?

You probably didn`t set the jumper on the new hard disk to Master or
whatever the old HD was set to and thus also having problems reading
CDROM.

You can modify the config.sys to set ramdrive to a specific drive
letter and leave C: for the HD.
