Strange uninstall folders in windows directory

Those were created when updates were installed from the microsoft update
site. They are there to allow you to remove the update in case it gave
problems. If the system is working fine and you don't think you'll need
to remove the update, then yes they can be deleted. When that's done go
into Control Panel, Add/Remove programs and remove the references to
those updates. Go to the update, click on remove. It will give an
error message that the files are missing and do you want to remove the
entry. Click Yes.

Note: Don't remove the $hf_mig$ folder in the Windows directory.
