Strange SP2 firewall behavior

There are a few strange behaviors with SP2's firewall. First, the
firewall applies to all network interfaces; the per-interface setting
appears to be ignored. Second, it tries to block nonexistent inbound
connection. My computer is behind a hardware firewall that blocks all
inbound connections, so SP2's firewall should not see any. Even if I
unplug my Ethernet cable, SP2 still warns about phantom inbound
connections when I try running certain software.

What is going on here?

If you have a hardware firewall, you don't need SP2's (or indeed any)
firewall enabled. Having 2 or more firewalls enabled is bound to cause more
trouble than it solves.
 
Are you certain that it is telling you something *is* trying to create
a connection? I know that it does tell you when a program sets up a
listener on a port (makes itself available for inbound connections).
That may be what you are seeing.

That's probably it. I just assumed that the warning popup represents
an attempted inbound connection. Thanks.

Still, the firewall rules apply to all interfaces. Is that normal?
