I see people have also answered your earlier post.

How do you access the internet, is it by dial up and if so is this related
to something the modem is doing after it connects? If not dial up then what
part of "Connecting to the internet" do you mean?

I suspect that it is dial up and what you are hearing is because the modem
is set to provide continuous audio monitoring of the connection. To diagnose
that would need a lot more specific information. Even if you have cable and
permanent connection the modem could still be doing something, and there's
no real relationship between any other hardware in the computer and an
"Internet" connection likely to make a noise.

On the other hand if you simply mean that whenever you turn the PC on
there's a noise then I would suggest one of the fans is causing it. If it's
the fan at the back (Assuming a regular tower) and you don't feel competent
to take it apart then take it for repair because if that fails you risk
serious damage and possibly fire. If it from inside then fans on the video
card or Microprocessor may be the cause and either of those failing will
kill the cooled part.

Some PCs do have internal speakers but if this is the cause then I'd expect
it to come from the speakers you have plugged in also.
