Strange problem with favicon image

In FP2003 I tried to add a short cut icon file as described in
http://msdn.microsoft.com/library/default.asp?url=/workshop/Author/dhtml/howto/ShortcutIcon.as
but a very strange problem appears. Icon image should be placed in the root directory but FP changes the size of the image?
The .ico file should be 16x16 pix but after importing it in the root it is changed to 32x32 pix
However I try to upload the image to the remote site I got same result - image is changed and can not be recognized as an .ico file?
Anybody with this same problem please?
 
A 16 by 16 favicon.ico will display as a 32 by 32 when displayed on the
desktop.
Also, you don't need to add the reference to the file in your page. All you
really have to do is drop the file in the root of the web.
IE knows where to find it.

And also what image editing program did you use to create the icon.

In fact I am beginning to figure out the problem
In FP>Options>Setup an Editor the file .ico is not there by default, hence can not be reognized by FP
That is why .ico file in the root directory when published on the remote site is changed to 32x32 and of course is not reconized later by IE as favicon
How can I solve this?
 
They also disappear from peoples desktops when they dump temp internet files - they default back to ms icons.
