A few days ago a icon showed up in my icon tray, it's a small globe with a
Windows logo on it. When I rest my mouse on it reads "Downloading Updates:
0%", and nothing happens when I click on it. I don't know where this came
from and I can't get rid of it! I've tried re-booting and even System
Restore, it won't go away! Can someone help me out here? Thanks!

It's the Windows Update icon, signaling that either downloading and
installing of a Windows update is proceeding OR notifying you that
updates are available to download and install (depending upon how your
system is set up). It sounds like you are set up on Automatic Update to
automatically download and install updates. It probably is for the
recent SP2 update.

Press the <Windows> and <BREAK> keys at the same time to enter System
Properties and select the Automatic Updates tab to see what your
configuration is.

Unless you just changed the setting or you got the computer recently,
you should have seen this globe several times before, monthly at least
for the past few months. Or maybe it did it's thing before and you
didn't notice it.
