strange manifest files!

Red nosed reindeer

I started out looking for the speech icon in the contol panel and could not
find it..
then I tried to look for its CPL file and found out the following:

cdplayer.exe.manifest
logonui.exe.manifest
ncpa.cpl.manifest
nwc.cpl.manifest
sapi.cpl.manifest
windowslogon.manifest
wuaucpl.cpl.manifest

For some reason some files had a manifest extension ...
is this some sort of virus or malware? I did various scans and
nothing came up... I also looked on google for an explanation
but I found none...

any ideas why these are like this and what I can do?
 
I must be going blind... the speech icon was indeed in the control panel...

It was not missing
