Strange icon appeared on desktop (~)

When I was closing down an icon (it has a ~ under it) appeared on my desktop
206kb. It doesn't open anything as it doesn't know which prog created it. I
have a feeling this has happened once before but I can't remember what it
was that created it. For some reason something in the back of my mind makes
me think it may be something to do with OE6 address book or something but
could be completely wrong.

That is a known issue that was recently resolved.
Apparently you do not have the latest Critical Updates, one of which
resolves this.
You should be regularly be installing ALL Critical Updates.
 
Thank you Carey, I have followed your link and implemented the suggestion
there for changing the Shortcut tab, Start in to C:\ I then added an item
to my Address Book and it was fine. I realised that I had replied to
someone that wasn't in my address book and with my default setting OE6 had
added them to the Address Book when I replied. I have added people manually
though and I am sure I haven't had the 'tilde' then. Is there a reason for
this?

Just been and look and I'm only 3 days late :-) It looks like it was only
released on 13th July, I'll do it now. I must admit I find the following a
bit confusing:-

addresses a behaviour introduced with MS03-014 for Outlook Express 6 SP1 and
later where it creates a copy of the Windows Address Book in a predictable
location with a file name of "~".

I presume 'the predictable location' is the desktop. There is also a
listing for KB831167 which suggests downloading it if you are having
problems accessing sites. Normally I would have just downloaded ALL
Critical Updates but having actually read this one I don't know whether it
is best not to download it if I'm not having any problems or whether it
wouldn't do any harm anyway.
